  The Japanese language edition of Issues and Studies (Called Mondai to Kenkyu in Japanese) was originally a monthly publication founded in September 5, 1971 by the Tokyo Office of the National Chengchi University Institute for International Relations. After moving editing and printing to Taipei, Taiwan in May 2005, Issues and Studies transitioned to bimonthly publication. It also introduced anonymous peer review, broadened its scope of content to move beyond a focus on China affairs to include the Asia-Pacific region, and increased the academic rigor of the magazine.

  Since January 2008, the Japanese language edition of Issues and Studies publishes in March, June, September, and December. On its 50th anniversary in 2021, the publication changed its English name to Mondai to Kenkyu. As the only Japanese language academic journal published in Taiwan, Mondai to Kenkyu is unique in that it communicates the fruits of Taiwanese and Japanese research to scholars from both countries.
